University of California - Davis

  • The University of California is one of the largest higher education systems in the United States. Consisting of 10 campuses, more than 220,000 students, 170,000 faculty and staff, the university system has five medical centers and operates three U.S. Department of Energy (US DOE) national laboratories employing 19,000 scientists and researchers.

    The University of California Davis began discussions with W.A.R.N. about its emergency notification capabilities in March of 2006. The UC Davis Emergency Manager, in collaboration with the Information and Education Technology Director, developed in-depth technical requirements that focused on capabilities organic to the school, and how they would "fit" with commercial notification solutions.

    Challenge

    The scope of the project was originally limited to Faculty, Staff and Emergency Operations Center personnel. However, lessons learned from the on-campus tragedy at Virginia Tech drove a modification in the scope of the UC Davis needs assessment -- and therefore expanding the chosen vendor's capacity to respond to a volume 10 times its original capabilities for response. The requirements went from a small volume, limited device program to an extremely high volume and numerous device requirement. The end state desired was a fully off-site (hosted) redundant, and highly flexible emergency notification system -- capable of contacting the entire campus community within minutes via multiple devices.

    Solution

    After an exhaustive search and the reviewing of dozens of emergency notification proposals and select onsite presentations, W.A.R.N. was chosen to fulfill UC Davis' requirements due to a positive combination of features, network capabilities and advantageous pricing.

    Not long after W.A.R.N. was selected and implemented, the UC Davis Emergency Management group was able to instantly react when a student was found with unknown and suspicious chemicals in his dorm room. Four hundred students were immediately evacuated, and the local bomb squad (as well as other local, state and federal agencies) responded. Fifty-three thousand (53,000) messages were launched and received in less than 9 minutes. UC Davis has since regularly conducted full scale tests of the W.A.R.N. system.

    Four additional University of California campuses have joined on as clients of the W.A.R.N. system after viewing system demonstrations at UCD. As a result, roughly half of the University of California campus system is using the W.A.R.N. solution, providing notification and security every day to one of the most progressive and prestigious higher education systems in the nation.
